The Senate acquitted Trump.。在北京、上海、成都等城市的一些大医院门口,停车问题造成的拥堵甚至严重影响了医院周边的交通秩序。进到医院,门诊人头攒动、坐电梯像挤早高峰公交车的现象也很常见。 医院职工停车到公共停车场 让车位于患者 医院停车难的问题也得到很多地方政府主管部门和大医院自身的重视,怎么解决?一些医院采取的措施是“让车位给患者”,具体如何操作?记者在四川省人民医院进行了调查采访。 四川省人民医院位于成都市中心,紧临主干道。作为大型三甲综合医院,高峰期时日均就诊人数超过2万,医院日均有2500台车辆进出需求。

二 | 现在,医院每个停车位一天平均周转次数从1.8次增加到2.6次,车辆等待进场时间由1小时以上减少到平均10分钟。 2023年,国家卫生健康委启动为期三年的改善患者就医体验主题活动,医院领导班子就把患者停车这个老大难问题摆上了桌面。 这个举措实际操作以后,很多职工表示了不理解、不愿意执行。对此,医院领导班子全体成员带头先把车停到了对面。

三 | 让车位于患者,给医院每天增加了600个车位,停车难有了很大缓解。但调研下来发现,患者平均停车时间还是不够理想。一个多月前,医院用不到20天的时间,将原本住院楼前的小广场改造成了地面停车区,一下子又增加了近100个车位。目前,医院在建的综合科研大楼规划建设了400个以上车位,第一住院大楼下方规划了地下三层的停车场。 改造硬件优化流程 拓展医院服务空间 到大医院看病,无论是找不到车位、电梯挤不上去,还是大家普遍感觉的窗口排队过长,归根结底是患者太多、服务空间不足,尤其是一些大医院老院区很难通过空间上的扩展来提升患者的就医体验。那么,这样的医院要如何在有限的空间里去改造硬件和重塑流程?我们再来看看北京大学人民医院的做法。

四 | 北京大学人民医院是一家有着106年历史的综合性三甲医院,门诊楼在33年前投入运行。 医院门诊的主楼其实并不高,只有五层,但相当数量的患者比如老人、孕妇,还有行动不便的患者都无法走步行梯。记者在上午就诊的高峰时段做了简单的测算,平均等候电梯的时间需要15到20分钟,这也使得整个门诊大厅看上去非常拥挤。此前为了缓解乘梯难,医院牺牲一些辅助空间加装了三部电梯,还实行了分层运行,但对于这样庞大的人流量来说缓解效果并不明显。 解决乘梯难,医院决定加装4对8列滚梯。

五 | 老楼宇加装滚梯其实难度很大而且费用高、标准高,既要考虑结构安全、医院24小时运转的载量需求,还要保证患者的安全和正常的诊疗秩序,为此从决定加装到动工历时一年时间,医院制定了一系列的预案,施工的位置也选在了不影响门诊的室外。

六 | 目前,滚梯在门诊楼侧正在加紧施工。滚梯运行后,经过测算基本可以负荷院内垂直交通的人流量,而直梯将主要服务于高龄老人和坐轮椅的患者。 “诊前 诊中 诊后”改善就医感受 改善患者诊前就医体验,除了多为患者考虑停车难、乘坐电梯拥挤等问题,还有方便患者操作的预约挂号。

七 | 在采访中不少患者向记者反映,大医院实施了分时段预约挂号后,不用一大早来医院排队,就医体验有了明显改善。

八 | 国家卫生健康委相关负责人介绍,目前,全国82.7%的二级以上公立医院开展了预约诊疗服务。去年5月,国家卫生健康委启动了为期三年的主题活动,围绕诊前、诊中、诊后也就是看病就医的全流程,提出6个方面20条具体举措。 在主题活动方案提出的具体举措中,提升诊前体验包括了更方便患者预约挂号的一些措施,比如提供多种途径、多种有效证件的预约,推行检查检验集中预约等多种预约模式。探索应用人工智能分诊系统,并与门诊电子病历系统对接,形成智能问诊—分诊—预约—病史采集流程等。在保障医疗质量安全的前提下办理“预住院”,在患者入院前完成术前检查检验,缩短入院后术前等待时间。 在适老化方面,提出要树立老年友善服务理念,解决影响老年患者就诊的“数字鸿沟”等问题。比如,简化预约诊疗和互联网诊疗页面,设置智能语音和助老服务模块,通过自动拨号、志愿者远端协助等方式,方便老年患者获得在线诊疗服务。

九 | 优化门诊全流程布局,标识清晰易懂,针对老年人、儿童、残疾人、孕产妇等特殊群体,做好就诊环境的适老化、无障碍等改造,鼓励配备轮椅、平车、母婴室、尿布台等必要的便民设备设施。
